MONITORING AND REPORTING PROCESSES FOR THE GAWB

The Green Agenda enables the Western Balkans’ transition to modern, resource-efficient and competitive economies where growth is decoupled from the emission of greenhouse gases, resource use and waste generation and where climate resilience is pursued. Monitoring the implementation of such complex policies requires time and a sound knowledge of existing monitoring and reporting systems.

Recognizing the need for an effective and efficient joint regional monitoring system, the Western Balkan leaders entrusted the Regional Cooperation Council (RCC) to establish such a system on the regional level. On national level, the Environment Agency Austria elaborates a national Green Agenda monitoring analysis concept paper, which focuses on the feasibility of monitoring broad and multi-sector policy implementation according to concrete, measurable indicators. Therefore, existing national monitoring and reporting systems and their current level of content and functioning will be analysed. The Western Balkans’ participation in related EU networks and programmes and its data flows are an integral component of this analysis. Based on this, a roadmap for a monitoring and reporting framework will be elaborated.

The development of this new monitoring framework is a significant milestone. It represents an opportunity to both quantify and qualify the strides being made in the pursuit of the Green Agenda. By implementing this framework, the six Western Balkan economies are setting a standard for other regions, demonstrating their commitment to a sustainable future.
