Strengthening Eionet Data Flows: Western Balkan Experts Learn from Austria’s Good Practices

Eionet (European Environment Information and Observation Network) is the EU’s official system for sharing reliable environmental data – essential for informed decision-making and monitoring progress e.g. on the Green Agenda targets. Although the Western Balkan economies are not yet obliged to report, strengthening regular and high-quality data flows is a key step toward EU accession.

To support this effort, EU4Green organized a two-day study visit in Vienna, bringing together representatives from the Western Balkans to learn how Austria – one of Europe’s top performers in Eionet reporting – ensures efficient, accurate and sustainable environmental data delivery.

From concepts to practical implementation

During Day 1, the participants received an overview of Eionet reporting requirements and discussed achievements, existing challenges and targeted support needed to improve data flows in their economies.

Experts from Environment Agency Austria presented detailed procedures for selected data flows of high relevance for the region, such as:

  • WISE-5, WISE-6 & WISE-3 (water data)
  • PRTR (Pollutant Release and Transfer Register)

The sessions included step-by-step demonstration of data uploads, lessons learned from Austria’s experience, and coordination mechanisms between national focal points and thematic experts.

Austria’s model: coordinated systems and strong knowledge transfer

Day 2 highlighted Austria’s organisational and technical model for managing national environmental data. Key success factors include:

  • Clear roles: National Focal Point (NFP), Dataflow Coordinators & Primary Contact Points
  • Well-structured workflows and regular expert communication
  • Legal and institutional frameworks that ensure long-term continuity
  • Established systems for onboarding new experts to prevent knowledge loss

Participants also learned how reference datasets are used across multiple reporting areas, supporting efficient and consistent data delivery.

Field visit: Research that connects rivers, ecology & climate action

The study visit concluded with a guided tour of the world-renowned BOKU River Lab – the second-largest hydraulic laboratory in the world – where large-scale experiments (up to 1:1) are conducted on river dynamics, flood protection, sediment continuity, hydropower sustainability and drought management under climate change.
