Training for Transition: Circular Economy in the spotlight

As European economies pivot toward sustainability, the Western Balkans are increasingly aligning with the principles of green transition and circularity. In this context, a two-day pilot training on “Green Transition and Circular Economy” was held in Shkodër, Albania, gathering stakeholders from both Albania and Kosovo*. The event was organized within the framework of EU4Green, a regional project funded by the European Union and Austrian development agency implemented by the Environment Agency Austria.
The training brought together representatives from national ministries, municipalities, civil society organizations, and academia. Participants explored general principles of Green Transition and Circular linked to current policies. Furthermore, attendees were discussing regional challenges, and practical solutions tailored to the local context. The agenda combined technical input with interactive methodologies, allowing space for dialogue, case studies, and peer exchange.
The training based on the initial concept of Micro-credential portfolios was facilitated by Irida Haxhi, expert from EU4Green. The content was developed by Carina Broneder and Daniela Zanini-Freitag, both from the Environment Agency Austria, with the support of WUS Austria. Their combined expertise provided a structured yet flexible approach to a complex policy area that increasingly affects both national agendas and local realities.
At the core of the discussions was the question on how circular economy strategies can be effectively translated into actionable policies and projects at municipal and national levels. Participants examined successful EU4Green campaigns across the region and reflected on lessons learned from current green initiatives. Interactive elements, including knowledge-checks and scenario-based exercises, encouraged engagement and cross-border exchange of perspectives.
The training concluded with a light-hearted moment, as a symbolic prize was awarded to the winning team of participants.
The training in Shkoder demonstrated not only the technical interest in green policy topics but also the growing commitment of institutions across the Western Balkans to accelerate the green transition.
As capacity building remains a cornerstone of sustainable change, such initiatives help ensure that policy ambition is matched by implementation know-how and particpants are equipped with transversal skills to shift their current practices along the circular approach of economy and society.
