Study trip for ERP to Vienna

High-level Montenegrin delegation took part in a study visit to Vienna to explore Austria’s Extended Producer Responsibility (EPR) system for packaging waste. The study tour was organized by Umweltbundesamt – Environment Agency Austria in the framework of the EU4Green project.

The delegation included representatives from Montenegro’s Ministry of Ecology, Spatial Planning and Urbanism, environmental inspectorate, and the National Environmental Protection Agency – NEPA, as well as the future Packaging Recovery Organization (PRO).
Over the three-day visit, participants engaged with Austrian institutions and experts on:

  • The legal and strategic foundations of Austria’s EPR framework
  • Stakeholder governance and system oversight
  • Monitoring, data management, and enforcement mechanisms
  • Practical implementation at the municipal level, including a site visit to Vienna’s waste authority, MA 48.

Particular attention was given to the role of PROs, the new EU Packaging and Packaging Waste Regulation (PPWR), and the importance of transparent reporting systems.
The final day was dedicated to an open exchange, where Montenegrin authorities reflected on their national context, discussed challenges ahead, and explored how Austria’s experience could inform their own roadmap.
